Y -59. Diamonds get more common the deeper you go, and Y -59 is the lowest level with no bedrock in it. A 2 block tall tunnel there mines Y -59 and Y -58, the two best levels.

In every Overworld biome, from Y 16 down to the bedrock. Almost all of them are deepslate diamond ore below Y 0, and Y -59 has about 7 times as many diamonds as Y 0.

Watch out for lava. Below Y -54, caves fill with lava instead of air, so you'll dig into lava more often at Y -59. Carry a water bucket, or mine at Y -54, which still has about 95% as many diamonds.

Branch mining. Diamond ore often doesn't spawn where it would touch open air, and over a third of all diamonds come from veins that never touch air at all. A tunnel at Y -59 finds the diamonds that caves hide.

An iron pickaxe or better. Any weaker pickaxe breaks diamond ore without dropping anything. Fortune III gives 2.2 diamonds per ore on average.

Yes. Diamonds spawn at the same levels on Java and Bedrock, so Y -59 is the best level on both.
