A full beacon needs 164 blocks: a 9 by 9 layer of 81, then 7 by 7 (49), 5 by 5 (25) and 3 by 3 (9), with the beacon on top. That's 2 stacks and 36 blocks. Every block takes 9 ingots or gems, so it costs 1,476 iron ingots, gold ingots, emeralds, diamonds or netherite ingots.

Level 1 needs 9 blocks, level 2 needs 34, level 3 needs 83 and level 4 needs 164. Each level adds a bigger layer under the last one: 3 by 3, 5 by 5, 7 by 7 and 9 by 9. So going from level 3 to a full beacon takes 81 more blocks.

A beacon reaches 20 blocks out at level 1, 30 at level 2, 40 at level 3 and 50 at level 4. The area is a square, not a circle, so a full beacon covers 101 by 101 blocks. In Java Edition it reaches all the way up to the build limit but only as far down as it reaches sideways, so build it low. If the corners don't work, raise the simulation distance.

Yes, any mix of iron, gold, emerald, diamond and netherite blocks works. The block type doesn't change the range or the powers, so most players use iron. Every layer has to be full though. A hollow pyramid or a gap in a layer cuts the beacon down to the full layers above it.

Level 1 gives Speed and Haste. Level 2 adds Resistance and Jump Boost, and level 3 adds Strength. A full level 4 beacon also gives a secondary power: Regeneration, or level II of your primary power. Each beacon runs one primary power, and setting it costs one iron ingot, gold ingot, emerald, diamond or netherite ingot.

Yes, the beam has to reach the sky or the beacon won't turn on. Any full solid block above it shuts it off, however high up. Glass, leaves and water let the beam through, and so does bedrock, which is why beacons work under the Nether roof. Tinted glass blocks it.

In Java Edition, beacon effects last 11 seconds at level 1, 13 at level 2, 15 at level 3 and 17 at level 4. The beacon refreshes them every 4 seconds, so they never run out while you're in range and wear off within those few seconds after you leave.

Barely. The pyramid, the blocks, the powers and the 164 block total are the same on Java and Bedrock. On Bedrock the range reaches one block further to the north and west, and effects last one second less at every level.
