Draw it here and download the Cape PNG. Start from a design or a picture, color it with the pencil and fill, and check it on the 3D player. To wear it in game you need a cape mod like MinecraftCapes, because Minecraft only shows capes that Mojang gave to your account.

Only players who use the same mod. Minecraft itself only shows official capes, so a custom cape from any mod or client is seen by people running that mod. No website can put a custom cape on your account.

Log in at minecraftcapes.net and upload the PNG from here. Then install the free MinecraftCapes mod with Fabric, Forge or NeoForge. You'll see your cape in game, and so will anyone else who has the mod.

No. OptiFine capes are for donors and are made from OptiFine's logo or a banner design, not an uploaded picture. LabyMod sells a Custom Cloak that lets you upload your own image instead.

64 by 32 pixels. The part everyone sees is the 10 by 16 area that starts 1 pixel in from the top left corner. Next to it are the inside and the 1 pixel edges, and the right half holds the elytra wing. This maker fills all of those in from your design.

Yes. Minecraft draws the elytra from the same cape file, so the PNG includes a wing made from your design. Switch the preview to Elytra to see it.

Put the zip in your resourcepacks folder and turn it on in Options, Resource Packs. Every elytra in your game then shows your design, in Java Edition 1.21.2 to 26.3. A player with a Mojang cape still shows that cape on their elytra, so if you have one, turn Cape off in Skin Customization.

Not in a way that lasts. Bedrock capes come from the Character Creator, and tricks that put a custom cape in a homemade skin pack keep breaking with updates. You can still design one here and use it in Java with a cape mod.
