Use a loom. Put in a banner and a dye, pick a pattern and take the banner out. That's one layer. Put it back in with the next dye for the next layer. The loom steps in this banner maker list every layer in order, with the dye and any banner pattern item it needs. A loom is 2 string on top of 2 planks.

6 in survival. A loom won't add a seventh layer. On Java, a /give command can stack up to 16 and the game draws them all, but the tooltip only lists the first 6 and the banner can't be copied. Bedrock shows 6 at most. That's also why you can't make the ominous banner in a loom: it has 8 layers.

10 of them. Craft these from paper plus one item: Flower Charge (oxeye daisy), Creeper Charge (creeper head), Skull Charge (wither skeleton skull), Thing (enchanted golden apple), Field Masoned (bricks) and Bordure Indented (vines). Globe is sold by master cartographers. Snout is found in bastion remnant chests, Flow in ominous vaults and Guster in vaults in trial chambers. The item isn't used up, so you only need one.

Open Designs and pick a letter. Every letter is black dye on a white banner in 6 layers or fewer, and the loom steps show each one in order. D also needs a Bordure Indented banner pattern. Once it's loaded you can change any color.

Yes. Put the banner and a shield in a crafting table. The banner is used up, and the shield can't already have a design. Patterns get squeezed onto the smaller shield, so switch the preview to Shield to see how it will look before you craft it.

Use the banner on a cauldron with water in it. Each use washes off the top layer and uses one level of water. Do it again to remove the next layer.

Put your banner and a blank banner of the same color in a crafting table. You get a copy and keep the original. It works for banners with up to 6 layers.

No. Bedrock's /give can't add banner patterns, so make the banner in a loom there. The command works on Java 1.20.5 to 26.3. Flow and Guster need 1.21 or newer. Commands longer than 256 characters don't fit in chat, so paste those into a command block.
